The Dallastown Borough Act 537 Sewage Facilities Plan, as approved by the Pennsylvania Department of Environmental Protection (DEP), provides for the extension of public sewer service to the Colonial Heights development.
The plan includes the installation of a low-pressure sewer system utilizing grinder pumps for 75 homes that currently rely on on-lot disposal systems (septic systems).
June 2025 – The proposed plan was under DEP review for the required permits. The Borough anticipated applying to PENNVEST for funding once the permits were obtained. At that time, the project timeline called for bidding in fall 2025, with construction likely beginning in early 2026.
November/December 2025 – All required permits were approved. The Borough moved forward with advertising the project for bids, with award consideration scheduled for the February 2026 Borough Council meeting. The Borough also began the process of applying for PENNVEST funding. If awarded, final details and approval were expected around April 2026.
February 2026 – The Borough received nine bids for the LPSS project, with Wexcon, Inc. identified as the lowest responsible bidder. Construction is anticipated to begin in late spring or early summer 2026. Because the bids came in lower than expected, the Borough decided to decline the conditionally approved PENNVEST offer. Instead, the project will be funded through a $1,000,000 CFA LSA grant and existing sewer funds.
